Local authorities released illegal from jail without notifying ICE even though ICE detained notice was filed.

Effect? The illegal went and killed 3 generations (grandmother, mother, & infant)...and left a three year old in the house alone with the bodies. Just an asylum seeker who was able to avoid "ill-trained" ICE agents, right?.
