That has to be Georgia Representative Hank Johnson.

He was the guy who was worried that Guam might tip over and sink due to too many people being on the island. Surely the entire board can agree he is the dumbest.

And that is saying something, since several dozen Congressman don't know what a woman is...but I suspect they are just lying to us about that.
