1) What makes you think it hasn't been a problem?
- China nationals have been caught doing it.
- Talk to any junior State Department employee sent to embassies overseas; they will tell you it is a big deal.
2) International air travel is a major catalyst.
3) The Biden Administration allowing millions of people in. Many crossing the Rio Grande are not from Latin America, by the way. ~3M citizens have been created by birthright citizenship and loose border policies. This is why most countries don't have birthright citizenship.
