Final version:
Lochte & buds had to urinate - badly. They stopped at a gas station but the door was locked. They were drunk.
They relieved themselves on the wall behind the gas station near the locked BR door, and Lochte pulled a loose poster off of the wall while pissing for unclear reasons.
They never kick in the BR door nor do they vandalize the restroom as claimed by the Rio police chief.
They go back and get in their cab to leave.
Off-duty Rio cops are made aware of what happened and they stop the cab from leaving the pump at the station and tell the swimmers to get out. When they finally get out, they tell the drunken swimmers to get down on the ground in portuguese. When the swimmers don't immediately do as they are told (likely since they don't speak portuguese), the off duty cops pull a gun and point it at Lochte's face.
At this point a local disc jockey intervenes to translate and likely heads off a fatal confrontation. He tell the swimmers to get on the ground which they do.
The off duty cops then demand money from the swimmers to let them go at gunpoint according to the translator who was there.
The swimmers pay them and they are allowed to leave.
A sports reporter sees the swimmers coming into the village a short time later and they are clearly in bad shape. he asks Lochte what happens and after not getting much at first, he presses Lochte. Lochte, who is angry and tired tells much of the story while leaving out the public urination.
The Rio officials lied about the break down of the door, the supposed vandalization of the bathroom, the reason that the money was demanded (it was extortion after all rather than to repay for damages caused to the BR door & inside), and there was indeed a gun pointed at Lochte's head.
Looks like Lochte lied a lot less than was reported, and a whole lot less than people trying to become our next president.
