To stop corner kick if he believed the push was too hard and therefore it’s a foul. Usually in this situation referee stop corner kick and give the player a warning. You can’t let players’ wonderful play/goal to pay the price of referee’s mistakes.

Also, I believe Haaland didn’t touch the ball. The ball hit England player and bounced to Norwegian player. So, Haaland’s push didn’t impact the scoring play.
