Until the details come out regarding exactly the terms of the deal, we won't know for sure if this is a good thing. As you say, States give tax breaks to big employers all the time. If it was just state tax breaks then I don't see why Pence needed Trump at all (unless it was part of the deal for Pence accepting the VP job).
I do know that if Obama or another Dem stepped in to do the same thing, they'd be criticized for "crony capitalism" or government interference.
