It's easy to lean towards socialism when your defense is substantially paid for by another country. Imagine what we could do with 2/3 or 3/4 of our military budget spent on other things. We might have better infrastructure and government services, too....or a lower (or nonexistent) national debt risk....or lower taxes.
Canada spends less than half their commitment. Why? Because they don't have to. It would not be a bad thing to make them pay their fair share...the share to which they are committed by treaty.
As far as Europe...if this is not a pressing problem, then don't we have to assume that the whole Red Scare thing is a red herring, used for domestic political purposes.
