Bombs and Russian interevention did that. Otherwise they would have fought on.
Similarly, other than destroying the German cities, the strategic bombing study after the war showed that it did little to curb war production. It took millions of Russian soldiers to essentially end that one.
Barbarism didn't win that war although there was plenty of it on both sides.
