they hope to be able target everything at once and fire at once someday soon with computer technology and win so quickly that we can't fire back?(and if they missed a few, it would be a survivable situation). This represents a big step in that direction. I realize that they are not there yet, but with this leg up, it makes it harder for the US to project power abroad against them when they are aggressive.
More importantly, might the hypersonic missiles have subnuclear uses that still represent a massive military threat? (Carrier groups obsolete, etc). Of course they do.
