I was under the impression that bite-size portions in lawmaking were scuttled by reconciliation.

You have to wrap as much as possible into monstrous bills because you only have a couple chances in the reconciliation process. I’m not sure if that is an accurate take.

I agree with you that it would be better to break these things up into more digestible pieces.
