You may recall one of the reasons Trump got into trouble with Ukraine is that Congressional funding had already been approved for support to Ukraine.
Likewise, the Impoundment Control Act prohibits Biden Administration from not following through with the projects already approved by Congress, unless he submits a request to revoke the funding for the project.
It appears the Biden Administration is not going to make such a request, recognizing the needless political squabble, coupled with the reality that gaps, gates and technology (unfinished work from previously approved Congressional projects) should be completed.
