Judge individual wrongdoing by the individual. Not by a neighborhood or a community or a city.
Philadelphia is a very dynamic city. As Frank points out, there is a history stemming from the Rizzo Administration and beyond that treated minorities as free game for shakedowns and other heavy handed police abuse. Much like many other US cities.
Things have changed for the better.
There is a contingent of some Philadelphia citizens who still have a hostile view towards police, but it is clear minority of the population, most of who are hardworking and law abiding folks, who love their city, love their community, and love their families.
They are good people.
