particular one (Comey's leaking memos). The reason is that Comey indeed made an effort trying not putting classified info in memos. So it's hard for DOJ to say Comey intended to leak classified information. So, even DOJ indict him, probably they will lose the case. I feel this is the case that if you charge him, it will be overcharge; if you don't charge him it will be undercharge. But since he already got fired, i.e. got punished. I think not charging him is probably a correct call.
