There is a certain feel-good, easy-win aspect to California’s efforts to force the US auto industry to adopt stringent CAFE standards in cars nation-wide. The costs are high (yet mostly unattributable to the politicians in Sacramento) yet the results are minuscule in the grand scheme of things.
If we want to meaningfully reduce GHG emissions, these end-runs by politicians are mostly useless. The only way to succeed is to institute carbon taxes and then let the market sort things out. But, of course even the loons in Sacramento are afraid to do that.
