We don’t know what the complaint says. By law, we are supposed to be privy to it.

But, assuming the process works consistent with the statute, and assuming Trump pushed a foreign leader to investigate/prosecute Biden, then yes, that is an offense that would justify impeachment. Even worse if Trump tired to squeeze Ukraine with Congressional approved military aid.
