There likely plenty of bigwigs in oil & gas that do not have petroleum engineering degrees.
The liberal arts education provided by Georgetown and other top schools is intended to provide a well-rounded education for any career. At least in theory. Whether that works in the real world is another discussion. And I don't know the "consulting" he was doing, but if it involved contracts, regulations and government interactions, then his Yale law degree would certainly be relevant.
