Dismantle programs. Cut funding. Appoint political half-tards to crucial posts. Leave others unfilled for years at a time. And all the while degrade and attack the policy professionals.
You don’t then have a right to blame the bureaucracy for underperforming when a crisis hits.
As to the virus - again, you do not seem to get it. The curve is being flattened until there is a treatment or vaccine. If the latter comes faster than we think, then not everyone will get it, and we will have saved many lives. And if the former comes faster, then fewer will have serious complications. That’s what this is all about - decreasing the spread until there are treatments.
