The goal was to flatten the curve and avoid having the medical system get overwhelmed. It worked. I have not read of any cases of doctors pulling people off respirators because of triage (like they did in Spain and Italy).
The next phase is reopening as much as possible to maintain that flat curve and avoid a new surge in ICU admissions, while also giving the economy an opportunity to recover.
You can bash the guy all you want. However, objectively speaking, we have succeeded in phase one.
