I think we all know that prison reform was something that fell in Trump's lap. It wasn't a campaign promise or on his stratosphere. It was brought to him and he saw it as an opening to the black/brown community. Trump couldn't even speak intelligently on this matter and only has a picture with Kim Kardashian to show for it.
Obama was forced to use executive action because a Republican congress could care less about prison reform. To this day it's not something talked about unless on a debate stage. We all know Obama pardoned or commuted numerous, numerous drug sentences for black and brown people. In addition, these 4 things were done. The last one being huge as ex-cons have issues establishing employment when checking if they've been convicted of a felony.
