The problem, of course, is that these institutions aren't supposed to "rehabilitate" or "restore." That isn't the problem we're trying to solve. They are to protect law-abiding citizens and their private property from criminals. We don't pay our taxes for these services to help such people feel better about themselves. We want them removed from society so that the rest of us can live safely.
As for that not being a deterrent, I point to Seattle, Portland, N.Y.C., and Minneapolis.
