In the United States of America (a concept foreign to your corrupt and compromised mind), a person can be criminally prosecuted in federal court (by the local US Attorney’s Office) or criminally prosecuted in state court (usually by the local district attorney).
We have 50 states. Each state has an Attorney General and district attorneys — usually one per county.

In the United States, a person is presumed innocent of criminal wrongdoing unless convicted by a jury, or admits guilt via a guilty plea.
So, if that is your standard for “cleanest President of our lifetime,” then run with it.
Now, please post a list of US Presidents in our lifetime who have been convicted of criminal wrongdoing. Zero, eh?
