Certainly, upbringing can be a big factor, but some kids are born with, or develop, mental illness apart from parents who raise other perfectly normal and well adjusted children. When you have a child like that, you need help. Society is not there for them, and those parents know many will blame them, so they try to keep things quiet and hope the kid will "grow out of it." Then, the "kid" ends up on the streets as an adult, and bad things happen. Not the best approach for people like Ramos.
