First, the Government has to prove "intent to influence the judge", which is different than just vetting their anger.
Second, the statute runs into First Amendment challenges, -- the same thing Trump would raise if charged with Conspiracy to Defraud the United States or Interference/Obstruction of Official Proceeding. His January 6th speech is attached in link.
The Department of Justice and state/local prosecutors have wide latitude as to what cases they can charge. Unless a picketer made threats towards Justice Kavanaugh, the facts are too de minimis to warrant the filing of criminal charges.
That said, I believe anyone who protests outside someone's residence is an asshole.
