Most people aren't busy resisting the temptation to steal or to murder...but some people do seem compelled to act out on those thoughts.
Are they evil? Is it more complicated than that?
Does it matter?...at least, does it matter to society at large? not really.
People who choose not to live by societal norms regarding non-aggression, or people who are incapable of choosing to live by societal norms regarding non-aggression, must be removed from society.
We don't know how many people have temptations to engage in aggression and yet don't do so because they have self control...and we don't usually care. Being in control of yourself and not acting on aggressive temptations is good enough for society.
Temptations are just temptations...and should not be punished by government...but churches and therapists can provide voluntary assistance. I consider that to be a primary service churches provide to society.
Aggression is aggression...and should be punished by government, regardless of the reason for it.
