How do you stop the trucks full of smuggled immigrants among the thousands per day

passing through Laredo.alone?...The cartels are earning billions off this trade...they represent a formidable enemy...and I'm guessing a substantial part of the problem...how about we drop the "Open Borders" trope and get serious about dealing with this issue.
