Most of the bills that include his name were introduced by someone else and he is merely a co-sponsor, along with 100+ other members of Congress. Looking at the last year and a half, only one has passed the House and most of the rest have died in committee. Probably a better way to measure how well he serves his constituents, seeing that he represents a district in Texas, is what he has voted against.
I look at the list you linked and right near the top, I see a bill that would create a new "lend-lease" arrangement with Taiwan. I doubt most of his constituents think we should be sending millions to Taiwan at this time, and also raising tensions with China, as we are doing with Ukraine and Russia. It's the sort of move that wins plaudits in the media and in DC but generally isn't popular with the people these days.
