DOD:
1) Is the DOD following the President? In other words, have they been ordered by the President to prepare for this? If not ordered, are they preparing because of his public statements?
2) Or, is the DOD following the White House handlers who say the President doesn't mean what he says?
China & Xi:
1) Is Xi going to start acting as if President Biden has the power to set foreign policy, and is actually doing so?
2) Or, will Xi recognize that Biden is not actually running the country, and the people handling him have not given him the power to change foreign policy, so Xi knows he need not react to Biden's impotent attempt to jettison the Once China Policy, and our policy of strategic ambiguity?
