Juvenile courts are for ages < age 18.

But, in most states, the juvenile courts maintain jurisdiction over the sentence until age 21.

Jurisdictions also permit a juvenile to be be prosecuted as an adult for the most serious level crimes, and/or for 16+ year olds if certain factors are met.

The US Supreme Court has consistently recognized the difference between juvenile and adult culpability.
