But, let's face it. If you don't know you shouldn't kill people by age 12, there is a good chance you will never learn that. Even if you do, that is still an adult act, and should carry adult consequences.

I come back to this: I just don't see a need for a juvenile judicial system. Judges can take age into account when sentencing.
