Section 2. reads, in part, as follows...
"The House of Representatives shall be composed of Members chosen every second Year by the People of the several States, and the Electors in each State shall have the Qualifications requisite for Electors of the most numerous Branch of the State Legislature."
IMO the phrase "...chosen...by the People..." implies an "Election" by the people. So, right from the 'get-go' our Constitution requires the "People" to vote in order for our government to function...do you disagree with that?...you might even say that VOTING is more than a 'Right'...it is a 'Responsibility'.
As for GW's thoughts, I've read his Farewell Address and while he cautions against the ills of 'Parties', he also acknowledges the differences in thought and opinion by citizens in the "North"..."South"..."East", and "West". IMO George Washington was not a naive man and would agree that people with similar views would gather together to plead their positions...perhaps even creating a 'Party" of their own...more importantly, though, GW emphasized over and over and over again the need for all Americans to 'treasure' (my word) the UNION that the United States represented, and given that universal belief, even Parties can function well.
btw, in reading GW's address, I was struck by his prescience...i.e. being on guard for a party to "...become (a) potent engine(s) by which cunning, ambitious, and unprincipled men will be enabled to subvert the power of the people and to usurp for themselves the reins of government, destroying afterwards the very engines which have lifted them to unjust dominion"...of course, I'm talking about the GOP and Donald Trump.
