Yes and no.

Both crime and addictions are symptoms of mental illness.

But this is caused by unbalanced, abusive or absent parenting during early development.

We could try to have policies that support responsible parenting by both a father and a mother.

But for thiose who are already messed up we need to offer treatments and limit the supplies of addicting substances but also isolate those who endanger the public.
