Consequences mean everything and is why the mafia and gangs exist.

The problem is the consequences for committing crimes from the state or government aren't severe enough. Consequences from crossing the mafia or gangs are severe and immediate which is why people pay up and rarely don't report them or testify against them. Our court system takes too long and the penalties aren't severe enough to deter crime.
