Anyone carrying a gun for defense should use hollow points (unless it is for defense against bears). Hollow points are specifically designed to have less penetration. You don't want to be poking holes clean through people in a civilian, urban environment. You want the bullet to leave all of its energy in the bad guy, and you don't want it to continue on to hit other people. If you miss, hollow point bullets are more likely to stop at the first object they hit, and less likely to go through walls and injure other people. (Plus, it is much more likely to be stopped by police body armor.)
The gun control lobby should be praising the hollow point as the moral option, not demonizing it.
