answer: THE PILOT
The controller provides the best possible information. The pilot has to interpret this, adjust and react to the realities of the situation in real-time. Meaning he may or may not have to do exactly as the air traffic controller suggest. The pilot has to EXECUTE.
THAT'S KIZER'S PROBLEM. HE DOESN'T EXECUTE 50-60% OF THE TIME. No offenese is successful when a QB fails to execute 50 - 60% of the time.
Would you want to ride in a plane where the pilot failed to land 50-60% of the time?
