A coach the likes of Urban Meyer will demand to have complete control over the football program, at every level. Such an accommodation gives exceptional levels of security to the coach, especially when it comes to quashing things that could potentially have gotten him fired.
Notre Dame's Board of Trustees will not give a coach that kind of power. That was one of the bigger reasons why Meyer didn't take the job back in 2004 (along with the depleted talent on ND's roster).
I don't foresee this ever changing.
