They need to just enforce like this so it's fair across the board:
•Within 5 yards of LOS anything goes except "holding" by either side and push offs by the WR to create separation, not defeat a jam.
•Minor unintentional contact down field "before forward pass is thrown" is permissible unless either player reaches out with hand(s) or creates forcible contact with the body.
•Pass interference will be called on either player beyond 5 yards:
A) prior to forward pass being thrown, who "first": reaches out with hand(s) to prevent or create separation, or creates forcible contact with the body to interfere with or aid the execution of the route
B) after forward pass is thrown, who "first" makes any intentional minor-major contact, or unintentional major contact, prior to the ball arriving
Note 1 - All contact occurring simultaneously with the ball arriving (at receiver or defender) is permissible, with the exception of anything deemed a personal foul (ie, targeting with or to the head /neck area)
Note 2 - All fouls occurring within 5 yards of LOS will be considered offensive /defensive holding, or illegal blocks, unless it occurs while a forward pass is in the air "and" involves offensive or defensive players in the area where the pass was intended
Note 3 - Pass interference is "not" to be called on lateral or backward passes
