1. Become a feeder system for the NFL, just like pro baseball.
2. Whether #1 works or not, devise a drafting scheme that limits teams to only take players from their geographical areas. The areas could overlap. This would take advantage of the popularity of players that local fans know well. For example, a Chicago team would only take ND, NW, UW (Wisky), Illinois, and maybe Purdue (Does Indy have a team or not), plus all of the small schools in IL, WI, IN, In Detroit, UM and MSU are the base schools. ND could be an overlap school (CHi and DET), plus the Michigan directionals. Obviously it depends on the number of teams and their locations. If Ohio didn't get a team, the state teams could go to Detroit. The big advantage is that ND fans might support ND players in Chicago thru their attendance and TV watching, but not if they play in LA. The league needs money to attract and pay players. Only ticket sales and TV bring the needed revenue.
