The fact that the highest rated G5 team is obligated to go to a NY6 bowl means that there will always be a lineup of teams vying for that spot in the Committee's rankings even if not a single one of them is actually among the 25 best teams as is the case this year. The tie in should read that the highest ranked G5 team should go to the Cotton if and only if they are undefeated. Otherwise none should be anywhere near the top 25 unless they have already convincingly beaten a P5 top 25 team and demonstrated that they clearly belong there. Only having 20 or so ranked P5 teams anymore is not a good look for college football.
Memphis, Cincinnati, Boise State, SMU, and App State are probably on par with a dialed in Boston College team.
