At least at ND, Heistand was an exceptional enough teacher of individual technique to where these flaws were masked and not very often seen. Quinn is not but he shouldn't get the amount of blame he does IMO. It's one thing to not have talent which I think we have enough to stay in games like these but it's an entirely different case when your scheme/offensive coaching and gameplanning is constantly exposed through an entire decade.
