On Sundays, the coaches all meet as a group and go over every play. And as a group, at least in a good coaching situation, any coach is free to give input on any play, even if it's not on his side of the ball.
If this is the case, does Gerad Parker, for example (who was West Virginia's OC for two years), have the cart blanche to criticize the playcalling/game plan without repercussions or being labeled a jerk? Can Al Golden do this? After all, these guys should know what's going on with the offense.
