How many times have you seen the refs stand over the ball for a full 10 seconds whenever the offense substitutes. The rules allows the defense to substitute whenever the offense subs players in. Baylor did not do this.
The TCU run ended at 15 seconds on the clock. The ref grabbed the ball and spotted it with about 10 seconds on the clock. When the place kicking team for TCU rushed onto the field, why did Baylor rush up to the line? They had the right to slow the play down until they were able to get their substitutes into the game. If they had done this, the clock would have run out before the field goal attempt.
In my opinion, this was a mistake by the Baylor coaching staff.
