Yes it is, but it's a great example of the phallacy of looking at the game only through the stats

What if a kicker had tried 6 kicks of over 60 yds in last second situations. If he makes two of those, that's pretty good, yet his pct looks really bad.

The missed FG against Navy wasn't great, but the miss against NC state wasn't a bad miss. It was a low percentage kick, and he barely missed it. He has showed off his strong leg each time he has been on the field. Both misses have hooked slightly left at the end. That is something that can be worked on and adjustments be made.
