the universities is probably illegal. The Power conferences apparently are starting a process
to game for government legislation to implement a salary cap system ostensibly "to protect the players".
When it's really a crony play by the universities to have government do the dirty work of restricting
revenue to the players and maximizing revenue for the football factories...er...schools.
