The wording "in position to receive a hand-to-hand snap from between the snapper’s legs," doesn't mean that he actually has to receive a hand-to-hand snap. Only that he has to be in position to do so. Kiser was close enough to reach out and touch the snapper. Does that make him close enough to be in a position to receive a hand-to-hand snap? I don't know but obviously, after considerable discussion between the officials, they thought so. And when do we ever get the benefit of the doubt with ACC refs?
