In looking at the film, Amil Wagner has his hands on Carter’s face mask but does not grab it. It looked like at the end Carter’s helmet pulled down, but he looked to be making one last effort to stop Love before he crossed the goal line. It is hard to see because Wagner is wearing gloves with dark finger tips and Penn State has dark facemasks. It certainly looks like he was pulling down but I think it was just the motion of Carter trying to make a play.
