NFL conferences aren't regional so you can get more than 2 teams from a region into to playoffs, also NFL teams are made up of drafted players not recruited, so the regional significance loses some of its value
ie, the Cleveland Browns (just as an example, but could be any NFL team) aren't a team of mostly Ohio players with a small percent recruited from other hot bed areas, it a conglomerate of players from all over the country, while Tosu is basically the opposite
