I don't think you understand what doctrine means.

Doctrine is the innerrant teaching of the Church as derived from the Gospel and Church tradition as interpreted and defined by the Magisterium. Are you saying these scandals are in the Gospel or tradition of the Church? As that is just clearly wrong.

Or possibly you're ascribing the actions of an individual, sinful actions, to be condoned activity. And that also is very clearly wrong. In fact the Church has forcefully condemned and criticized those activities. I hope that helps you.
