I suspect you think you are disagreeing but you are basically making my point.

A binding agreement leads to a drawn out legal process fighting over precise meanings and technicalities.

A public MOU in a highly public realm is backed up by the social norms of public disgrace, it doesn’t care much about precise terms and technicalities; and its judgment is immediate
