Why is ND going after a WR that doesn’t start and simply hasn’t lived up to his recruiting ranking?

You would think ND should be targeting WR’s that were very productive regardless of which college team they play for. I get it that Ohio State has a deep WR room but I also believe if you are that good, you will see playing time. When Ohio St won the national championship last year, they already had Henderson at RB but went out and got a stud RB in Judkins from an SEC school and that made their offense that much better. I’m not saying ND isn’t trying to get a stud WR to come in, but I just don’t see how targeting a WR that can’t get much playing time at his current college is going to help ND is my point unless they just want to add some depth to the WR room.
