Who would have expected Freeman to pick up TWO DB's in the portal? ND has the best returning secondary in the country, and additionally the best incoming freshman DB class as well.
Yet he had a chance to pick up to high quality DB's with lots of game experience as well as future eligibility, and he did it.
This coaching staff is not just plugging needs at DT and Boundary WR, he also picked up another DL and is trying for another slot WR as well because they can add depth and possibly a higher level starter.

Thanks to great recruiting, there aren't many portal candidates of that quality, so his numbers aren't very high. But he doesn't hesitate to grab anyone who can make the team better that makes sense under the cap.
He wants to win NOW.
